Programs running with libpsm2-2 11.2.68-1 now emit the warning:
> ci-1538433288.12336hfi_wait_for_device: The /dev/hfi1_0 device failed to 
> appear after 15.0 seconds: Connection timed out

which registers as an error in tests (I presume the warning is sent
to stdout)

This causes some tests and debci tests to fail, for instance petsc

I think it must fail because of the new involvement of stderr. Some
other tests still pass, e.g. dolfin

In any case, this bug holds up execution for 15 secs or more, which
itself is not good and is a regression from 10.3.58-2
