Thank you for reporting this. The CologneBlue and Modern skins were removed from the MediaWiki tarball, and should be removed from your LocalSettings.php (or you can download them separately from mediawiki.org). This seems to have been omitted from the upstream release notes, so I've sent a patch[1] to add a note to the documentation. I also added[2] an explicit mention to the NEWS file for mediawiki that the two skins need to be removed, which I think should resolve this bug.
