Please try something like what Firefox 60 does in their dh_shlibdeps override:

I consider this change safe since Mozilla does not support any NPAPI plugins other than Flash after Firefox 52 ESR. The Flash plugins in Debian already depend on libgtk2.0-0. (I don't even know if Flash works in Thunderbird since I don't have a convenient test case.)
