According to the policy [1], the Source fields should be used: """If the upstream source has been modified to remove non-free parts, that should be explained in this field.""" That is what I do in the lazarus package. However, lintian complains with the missing-explanation-for-repacked-upstream-tarball tag, because it isn't in the Comments or Files-Excluded field.
