Certainly it's a workaround. My goal is to make it easy for people
who want to modify the way their systems work, to work around bugs
they find in Debian.
Certainly no Debian package maintainer ought to need this script for
their own package.

That line of code is complicated and encapsulates a significant amount
of thought about exactly what the right behaviour is.
But, if I can't change your mind I'll just put the script in dgit.
