Package: libfile-tail-perl

Followup-For: Bug #329541

I am the author of File::Tail, and it pains me to see an outdated 
version of it in Debian (which is the distro I use).

Please, let me know what I can do to make it easy for you to update to the
latest version, or what I can do to make sure Debian will have the latest
release of File::Tail.
