As part of a cleanup of packages with the lintian tag "maintainer-script-should-not-use-dpkg-database-directly", I've uploaded an NMU for this package to DELAYED/10 that simply drops the preinst completely. It has been entirely obsoleted by the removal of pycentral. There doesn't seem to be a current VCS for this package, but the patch is trivial (simply rm the appropriate file).
