This is an ancient, but still unresolved problem, described at
https://bugs.launchpad.net/ubuntu/+source/gvfs/+bug/332646

In short, both Nautilus and Caja do not preserve file dates when copying
files over SSH.  This is serious, bceuse it makes it impossible to make
backups which are upgraded only when necessary, as date information is
lost.

A bounty has been created for this bug, as mentioned in the Launchpad
report.  The bounty is at
