Bug#356043: blox does not get built on non i386 architectures

The binary for i386 does have blox-tk so gst-blox 
works, I'll wade through the make files to see if I
can
locate what is preventing any actions in the blox-tk 
directory.
  
There's something weird in detectinc TCL configuration from tclConfig.sh 
file in 2.1.8-2, that has been fixed in 2.1.8.2-0-1 apparently.
