Dear Maintainer,

When installing 'python3-protobuf' in sid, 'python3-numpy' which is needed for
a number of reasons, becomes uninstalled.

'python3-numpy' depends on 'python3.7:any', while 'python3.7' has
'python3-protobuf (<= 3.0.0-9.1+b1)' in its break field.

A binNMU should then resolve this, I suppose.
