   * What led up to the situation?

In Jessie I could install only Emacs in CLI and running as CLI even in a 
terminal X. It is no longer possible on Buster.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

1. Open a X terminal (mate-terminal)
2. Run emacs -nw: runs as a CLI editor
3. Run emacs: runs as a GUI Emacs

Emacs depends on Emacs25 and impossible to get rid of graphical parts of Emacs 
(depends on emacs-nox or emacs-lucid).

   * What was the outcome of this action?

Impossible to run Emacs as CLI under X without -nw option

   * What outcome did you expect instead?

I would expect to have two packages: one package to run emas as CLI, one if I 
want to have it as GUI.
