People using a shared between e.g., amd64 and i386 architectures should set
APT::Get::List-Cleanup false;

But it turns out this has the ugly side effect of also not cleaning up
# ls /var/lib/apt/lists/partial
which gets filled with junk forever and should have a separate option.
Else the disk will eventually be unusable.
