It is hardly impossible... Did you try to move window up with a mouse while 
holding Alt? That should work just fine. On Cinnamon desktop environment you 
can also move window without mouse using Alt+F7 shortcut.

Moreover keyboard accessibility shortcuts works - try holding Alt and in few 
seconds you'll see [C], [F] and [I] highlighted to access Cancel, Forward and 
Insert so you don't even need to move a window if you know what to do.

Given that workaround above works, I don't quite understand what do you 
suggest to change exactly. Re-design dialog to favor small screens th the 
expense of majority of users with larger screens?
