Unfortunately apt doesn't provide an interface that provides what dgit
needs via the "front door" (#848194).  The "back door" mechanism I'm
using relies on atimes.

If you have noatime for performance or disk lifetime reasons, relatime
is nearly as good.  Or, you might consider lazytime.

If you have noatime for privacy reasons, I'm afraid there is no good
answer.  dgit's apt-get method would have to be reworked to do
something different.  Note that what dgit does right now has been
explicitly forbidden by the apt maintainers; but, on the other hand,
they have not provided an alternative...
