Package: python2.3-twisted-conch

When testing python2.3-twisted-conch with piuparts, I get the following
error:

   trying to overwrite
`/usr/lib/python2.3/site-packages/twisted/plugins/twisted_conch.py',
which is also in package python2.3-twisted
  dpkg-deb: subprocess paste killed by signal (Broken pipe)

This happens when upgrading from sarge to etch to sid. The version of
python2.3-twisted was 2.0.1-5 (from etch). The next version of
python2.3-twisted does not contain the conflicting file. Is this a bug
in python2.3-twisted-conch (a missing conflict on the etch version of
python2.3-twisted)? Or perhaps a bug in apt-get's dist-upgrade?
