My recent unattended-upgrades reports have looked like the following.
There is no reason for any packages to be kept back on my system and
the ones that unattended-upgrades is keeping back are not held and
aren't going to install any new packages so I cannot see why they are
being held back by unattended-upgrades. I think one of the recent
updates to unattended-upgrades may have broken it.

It would also be useful for unattended-upgrades to include the reason
why packages were held back in the report and log file.

It would also be useful for unattended-upgrades to write the list of
held back packages to the log file.
