dch ignores `foo', which is `TEXT', in the sense that `foo' does not appear in the resulting changelog entry. *But* if you don't supply `foo' dch runs an editor. And there's no other way to stop it doing so because --no-edit is (unaccountably) not supported. This is all rather odd. (I need noninteractive dch in the dgit test suite, so please don't just change it without disucssion...)
