I wouldn't be too sure... I think restart suggestion should be aggressive.

Just like checkrestart, right? If for unattended upgrades needrestart behaves 
identical to checkrestart then why swap one thing for another?

Little can be done for unattended upgrades but at least needrestart relieves 
the problem for interactive upgrades which is exactly what users seem to want 
and what I think it should be.

What practical problem do you think needrestart have? It seems harmless to 
me... Did I miss something?
