I'm closing this ticket because sudo is not the recommended way to run
stubby.  stubby in debian ships with a systemd-style .service file, and
should work fine running in that configuration. (if it does not work for
you in that configuration, please open a separate ticket!)

If there's a reason that you need to run stubby via sudo, and it still
doesn't work for you with a modern version of stubby, please re-open
this ticket and explain the situation.
