i dont think that message suggests to upgrade to and unreleased suite. as you know, Debian development is done in unstable; you are reporting a bug in stable, while there is a new version of that package in unstable (and testing in this case); so, are you sure that this bug still exists in the in-development suite? if you check the answers help text you'd get (from a different package as an example) Your version (3.6.4-1) of python3 appears to be out of date. The following newer release(s) are available in the Debian archive: experimental: 3.6.5-5 testing: 3.6.5-3 unstable: 3.6.5-3 Do you still want to file a report [y|N|q|?]? ? y - Ignore this problem and continue. This may be appropriate if you know this bug is still present in more recent releases of the package. N - (default) Exit without filing a report. q - Quit. ? - Display this help. so, again, this only suggests you to be critical with your bug submission and possibly make sure this bug wasnt already fixed by a newer version (so not to waste developers' time by filing a bug already addressed) and _not_ to upgrade to unstable.
