i dont think that message suggests to upgrade to and unreleased suite.

as you know, Debian development is done in unstable; you are reporting
a bug in stable, while there is a new version of that package in
unstable (and testing in this case); so, are you sure that this bug
still exists in the in-development suite? if you check the answers
help text you'd get (from a different package as an example)

so, again, this only suggests you to be critical with your bug
submission and possibly make sure this bug wasnt already fixed by a
newer version (so not to waste developers' time by filing a bug
already addressed) and _not_ to upgrade to unstable.
