Package: openntpd Version: 1:6.2p3-1 Severity: important When sysvinit is used and AppArmor is enabled /etc/init.d/openntpd script cannot create /var/run/openntpd.pid file. I think when systemd is used pid file is not created, so maybe you should disable pid file in init script as well.
