Bug#898731: myspell-lv: Convert into dummy transitional package and migrate content to hunspell-lv

Please note that the libreoffice-dictionaries source contains both 
spelling and hyphenation dicts for Latvian, even if hunspell-lv and 
hyphen-lv haven't been built due to the presence of myspell-lv. Maybe 
you want to evaluate the possibility to use lo-dicts for this instead of 
establishing a new separate source package.
