Why stop at GENC? Why not go even further? At least ISO is recognized by many countries, GENC is exclusively for the American government. GENC includes Kosovo so I am satisfied. But I still cannot compile the linux kernel of the glibc with sq-XKS localedata (sq-KV, sq-AL, sq-MK, sq-GR, sq-MN and sq-SR are fine).
On the other hand every government may have a GENC. Russia RENC, France FENC etc. And therefore is not a solution. If you go for an all-inclusive type of region and countries list, you may have governments requesting to remove certain entries. I think debian needs to allow everyone to enter their own kind of the ISO file. But there must be a well defined file format.
