Control: tag -1 pending

Just got another report from Grégoire Détrez, who stumbled upon the same
problem and found out how to reproduce it, namely by sending a SIGINT or
SIGTERM at the "gpg> " prompt.  While gpg(1) seems to catch the signal,
it doesn't restore the original TTY settings before exiting.

I'd argue it's a gpg(1) bug as it changes the TTY settings and doesn't
clean up after signal handling, but here is a workaround:
