This didn't work, I guess you got the version wrong:

$ grep -A2 proximity /var/lib/dpkg/info/bluez.preinst 
                /etc/bluetooth/proximity.conf; do \
                dpkg-maintscript-helper rm_conffile \
                        ${conffile} 5.47-1 bluez -- "$@"

From the manual page:

   If the conffile has not been shipped for several versions, and you
   are now modifying the maintainer scripts to clean up the obsolete
   file, prior-version should be based on the version of the package
   that you are now preparing, not the first version of the package
   that lacked the conffile. 

The correct version would have been 5.47-2~ instead.
For the next upload the correct version is 5.49-5~ instead.
