some package/tarballs don't have the m4 dir created. With dh10 running autoreconf, intltoolize is running as well, and if there is no m4 folder already, the build fails. It's possible to add mkdir -p m4 as part of autoreconf, but it would make sense to create it in intltoolize if it actually needs it.
