The script regex should be improved not to check in the case you specify
(and thus this patch should applied).
However host should *always* timeout after 5 seconds regardless. The bug
in host that causes it to never timeout appears to be a relatively
recently introduced behavior and on the Ubuntu side we did not see this
in 9.10.3 but we do see this in 9.11.3. This bug can also trigger with
actual nameservers that do exist - so your patch won't fix all instances
of the issue but obviously will help for some.
It's possible however that this entire script can be removed with the
latest nss-mdns updates that have migrated to testing, as I believe that
should ignore multi-label .local queries from memory (would have to be
verified), e.g. queries for a.b.local will pass through mdns into the
normal resolver stack.
