btw: I'd guess it's not just enough to clean up the conffile itself with the appropriate tools, but one likely needs to manually rmdir: /etc/NetworkManager/VPN as this is neither a conffile (as it's a dir) nor owned by any other package (at least on my system)... so dpkg will not remember about it and it would remain forever.
