If a package is unusable, this package has a RC bug no matter how important it is for the whole distribution. And it isn't an insult or something to file a RC bug. Therefore filing this as grave would have been correct IMO. On the other hand, I'm confident that it is a local misconfiguration, and therefore I won't upgrade it myself.
