When I re-start Emacs (with my init file enabled) I can't reproduce
that either. Let's put that down to a quirk of how my running Emacs
session was in a strange state.

Now, with ‘elpa-aut-complete’ uninstalled, I can start ‘haskell-mode’
without a problem.

So what needs to happen to diagnose this further and give sufficient
information to reassign this report to ‘elpa-auto-complete’?
