I believe the answer lies in the first paragraph: googletest recommended against a system-wide installation of gtest and disabled the install target on their build system. While it seems they maintain this odd recommendation, they have backtracked on disabling the installation and since version 1.8 have added install rules for cmake. I read "now enabled by upstream" as referring to the "added install rules". -Steve
