This bug is currently the main blocker for uploading partman-crypto (the package that implements loop-AES support for d-i). I would very much appreciate if you'd consider building an udeb and tell me about any conceptual or technical problems with it - I'll be happy to try and help address them. About the background why gnupg-udeb is important for partman-crypto: Encryption keys for loop-AES are created by reading random key data from /dev/random, encrypted symmetrically or asymmetrically using gpg and stored in so-called keyfiles. Users are later prompted to enter the (symmetric or private key) passphrase in order to unlock the actual encryption keys. To create such keys during the installation we would need the gpg binary packaged in an udeb.
