The policy for PHP is same as policy for all other software. Means TL;DR: No new major versions.
Is it not possible using the backports repositories for instance `stretch-backports`? The major condition is that the version must be already packaged in testing but it seems to be the case with php7.2.
Beside that, from a practical point of view, it seems that many major PHP frameworks already require PHP7.1 and above. I think if we don't provide a backport soon, many users will use unofficial packages like dotdeb instead of Debian packages…
