Following was tried and no change:
update-java-alternatives -s java-1.9.0-openjdk-amd64
JAVA_OPTS="-Djosm.home=${HOME}/.josm-new-home" josm
uninstalling openjdk-8
running josm with root

Tried and was moderately successful:
running josm using openjdk-8 : splash screen showed, plugins updated, main 
screen shows, osm downloader would still fail

Tried and Successful:
Download josm-tested.jar from josm website and run it from ~/Downloads using 
openjdk-9
