Dear Maintainer,

libdublintraceroute-dev should depend on libtins-dev and libjsoncpp-dev, just
like the source package already Build-Depends on them. Otherwise, when using
the dev library (e.g. when building the dublintraceroute python module) you
get errors like:

file or directory
