upstream recently changed over to requiring cl-lib instead of
cl, as cl-lib is shipped with emacs 24.3+... for xemacs cl-lib has
to be installed separately (from elpa or elsewhere). meh.
however, according to the emacs wiki xemacs and older emacsen do have a
not-totally-ideal-but-workable cl.el which provides the same functionality
but is not properly namespaced.
upstream seems to be busy fiddling with this right now, i saw a few commits
that change namespacing backwards and forwards over the last few days.
i'll look at adding some backwards-compat logic for xemacs, but it'll take
a few days.
