Dear Maintainer,

When working with a laptop in Debian there's a notification when the battery is
low, however this notification has no sound attached.

To prevent occasions where this notification is not seen, I'd be better to
allow the user to assign a sound for this notification, the same for the full
battery notification (related to bug #855528).
