The bug you reference seems to refer only to keyboard issues. While that may be part of the problem, it's also concerning that the accessibility shortcuts' "Enable by keyboard" option is broken; presumably that's unrelated to https://gitlab.gnome.org/GNOME/mutter/issues/74?
