Thanks for the report, I can definitely reproduce the bug you describe. I noticed that if the outer tmux is up-to-date (2.6) then the bug doesn't happen anymore, which suggests that this was a bug in tmux 2.3 that has since been fixed. Can you try installing tmux 2.6 from stretch-backports on your stretch machine and see if that fixes the issue for you? Thanks!
