I spoke too soon. Going back and bumping the new HTTP timeouts up to larger values allowed the system to settle down after a few minutes.
I set HttpLocalTimeout 10 HttpRemoteTimeout 50 and this seems to have done the trick. There are still occasional bursts of 100% CPU usage, but they pass quickly. Thanks, Louis!
