What software were you thinking of? I just figured WindowMaker (wmaker) 
does it itself, according to
/etc/GNUstep/Defaults/plmenu.Debian:

  Debian,
  (
    Applications,
    OPEN_PLMENU,
    "|| wmmenugen -parser:xdg /usr/share/applications/"
  ),
