In https://nm.debian.org/process/458/intent I, for the first time ever,
tried to make use of the "silent retirement" feature, where I uploaded a
signed statement the applicant sent me in private.

Even if I uploaded a fully signed message (as can be seen by trying to
look at the "raw" statement), the website tells me "Unsigned".

Proposals:
 * I should be able I'm uploading something in stead of the applicant: I
   expect nm.d.o to check against a signed statement only against the
   key of the currently logged in user, so I should be able to tell it
   "look, try using this other user's key instead".
 * with the previous point done, I expect that the "statement of intent
   uploaded by mattia instead of the applicant" is suppressed, or
   appropriately mangled to note that even if it was me who uploaded the
   statement, it really comes from the applicant.
 * in the RT ticket template, the text said "Details from mattia",
   whereas it should say "Details from <applicant.name>" instead.
