I didn't as well, what I saw is that:
1) it has an '#include <gio/gio.h>'
2) there is a comment around the code where it handles the links with a
commnet "gvfs likes …"
3) the original bug adding the recommends is something on the line of
"without the tools links won't open in the right place" or something
like that, so it feels like that the tools are somewhat used by
gvfs/gio itself as well when they are available, and improve the ux
when they are.
So, I haven't digged that far, but with the very little of what I saw I
figured it would be the safest option.
