The riscv64 architecture is supported by dpkg and binutils already, and folks are working on making it an official Debian port. You have uploaded lintian after riscv64 has been added to the arch table, but it apparently takes a manual action to update lintian's database. I see it is generated from "dpkg-architecture -L" by private/refresh-archs; thus triggering that should do the trick. Note that the other two architectures of this family, riscv32 and riscv128, are not in dpkg's arch table, and porters do not plan to work on them anytime soon.
