Dear Maintainer,

After reading https://www.debian.org/doc/debian-policy/#changelog-files
I noticed the upstream changelog should be located at
``/usr/share/doc/package/changelog.gz``.

After installing python3-flask version 0.12.2-3, I notice the file
``/usr/share/doc/python3-flask/changelog.gz`` contains only:

        .. include:: ../CHANGES

I believe the upstream changelog should be included instead of this
directive.
