I asked about raising the ISA to z196 on the debian-s390 mailing list
[1] as it also affects go and rust. Nobody opposed to that, so I guess
we can just proceed that way.

We still have to think how to properly raise the ISA, however, I have
just disabled building buster, sid and experimental on zemlinsky.d.o, 
so I think you can just proceed in uploading nodejs with -march=z196
instead of just removing nodejs and all its reverse dependencies.
