Depends. You'd need consolekit or systemd-logind or some API like that
and your DM needs to inform that API about the session and the TTY for
you to be considered local, see e.g.
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=601003. at_console is
deprecated anyway and will go away.

In any case, if you're denied access to the BlueZ D-Bus API, that's not
an issue related to the blueman package. If you think you *should* have
access, it might be an issue with the bluez package. Otherwise, it's
just expected behavior.
