I won't insult your intelligence by proposing a patch :-)
libgetopt-mixed-perl was declared obsolete by its upstream maintainer
more than a decade ago (due to Getopt::Long providing equivalent
functionality since Perl 5.005), and cil is the only package in stable
or testing that (build-)depends on it, so I think it's long past the
time we should remove libgetopt-mixed-perl from Debian (see also #555116).
Alternatively, it might also be time to consider whether cil ought to
be removed from Debian too, since its maintainer said in 2016:
Happy to have cil drop out of Debian. It's pretty much unmaintained
now and with very few users and/or interest so I'm not sure it's
worthy of any kind of update.
