(Since the systemd private tmp functionality is a damned rootkit, it too a while to diagnose this problem.) The distributed configuration file appears to place the unix socket in /tmp.
If systemd private tmp is to be enabled for memcached, the distributed configuration should place the unix socket elsewhere.
