Should be initialized to 1.  Then later on it looks like all the 
equalities are reversed:

 if (($REMAINING * 60 / $PRESENT_RATE >= $MINIMUM_BATTERY_MINUTES)) ; then
                 ENOUGH_CHARGE=0
 fi

So if there is a lot of time remaining then there isn't enough charge?
Eh?  Needs a < instead.
